INTRODUCTION
1.1
Background
of the Study
Education in Nigeria
is generally regarded as necessary and essential requirement for national
development. In conceptualizing education as a process education should be seen
as an avenue through which a society attempts to pass on its citizens, her
culture especially by which it would have then live (Okafor, 2009).
In
setting up a school, the school owner has to make several decisions and take
certain initial steps, these steps include the following (Inegbenebor, 2003).
1. Identification of school opportunities / ideas
selecting an opportunity.
2. Preparing a school plan
3. Gathering resources
4. Selecting the legal form of the school
5. Obtaining licenses permits
6. Approvals from the relevant government
agencies
7. Launching the school
The
school is built on the idea of product or services which can be used to satisfy
identified needs of individuals and families such problem experienced by
potential parents for which they are willing to pay a price satisfactory to the
owner that we can say that a school opportunity exists (MC Oliver and et'al,
2006).
School
opportunity is generated from changes in the demographic structure, life style,
social, economic and technological environment. Before spending scare resources
in educating the feasibility or viability of the opportunity. It is wise to
screen all the opportunity to identify those that are profitable. The stills
needed for successful operation of the school must be readily available (Mc
Oliver et'al, 2006).
A
school plan is demanded by financial institutions when you apply for facility
or loan. It helps owner government to manage available resources more
efficiently. Infract, owners who prepare and utilize school plan are more likely
to succeed than those who do not.
The
resources that you need to start a school are; obtaining a licenses permit and
approval from relevant government agencies. To start most business required
obtaining a license permit, or approval from the regulatory agency. without
such license it would be legally wrong
to continue operating the business. For example to starts a pure water
producing company you require a license from The National Agency for Food and
Drug Administration and Control (NAFDAC). To start a school requires a license
from The State Ministry of Education (MC Oliver et'al, 2006).
The
end of the process of getting started is launching the school. All facilities
are put in place, employees are functioning on their job, the test runs have
been done and all hiccups have been cleared. The occasion of formal launching
of the school is an opportunity to publicized and made potential parents and
guardians of the school. The objective is to draw attention to the special
features or service designed to meet the needs of student/ pupils. Launching
may simply be the University of the School Badge signs a well known and
admitted personality to formally open the school while ensuring that the
ceremony is adequately published. This may be supported with banners radio,
television commercials small gifts etc.
1.2 Statement
of Problem
The
6-3-3-4 policy of education has been plagued with series of problems these
include; inadequate funding (financing lack of equipment and facilities, lack
of infrastructure and shortage of qualified teachers ( National Policy on
Education, 2004). A lot of suggestions have been made on how to appraise the
sources of funds available to the secondary schools.
Despite
the suggestion from various quarters many loop holes still exist in the
appraisal of e sources of fund to secondary schools in Ethiope East Local
Government of Delta State.
